In 1995, by decree of the President of the Republic of Belarus, the Savings Bank of the Republic of Belarus was merged with the joint-stock commercial bank Belarusbank into the current Open Joint Stock Company Savings Bank Belarusbank (JSC JSB Belarusbank).[7] In 1996, the bank included the industry banks Belsvyazbank and Belzheldorbank. The Client-Bank system was introduced. At the same time, the bank becomes a full member of the international payment system Europay International. A year later, representative offices of Belarusbank were opened in Russia (Moscow) and Poland (Warsaw).[7] In 2000, the bank became a full member of the international payment system VISA International.[7] In 2003, Belarusbank opened a representative office in Germany (Frankfurt am Main). In 2005, the commercial bank MinskComplexBank was merged. In June 2007, Belarusbank was the first in the country to open a representative office in Beijing. A year later, foreign exchange operations with Chinese currency are introduced. In September 2010, the first trilateral Framework Agreement in the history of the banking system was signed with French and Belgian banks. Cooperation has been established with banks in more than 30 countries, including Germany, Switzerland, China, Poland and Turkey. In December, the largest syndicated loan in the history of the Belarusian banking system was attracted in the amount of $145 million. At the same time, the bank issued its four millionth plastic card (as of January 1, 2010, there were 4.9 million bank cards in circulation). In May 2012, Belarusbank became an official member of the Savings Banks International Institute (WSBI), one of the largest banking associations representing the interests of savings banks and retail banking institutions around the world. In the same year, Belarusbank became a partner bank of the Interbank Association of the Shanghai Cooperation Organization. At the same time, Belarusbank became the first bank in Belarus to receive a certificate for acquiring contactless cards in the Republic of Belarus (Visa payWave). On August 16, 2013, an agreement was signed on the creation of Belkart CJSC. The founders were OJSC Banking Processing Center, OJSC ASB Belarusbank, OJSC Belagroprombank and OJSC Belinvestbank. In 2015, Belarusbank attracted a record syndicated loan in the national banking history in the amount of 203 million euros. In 2016, Belarusbank closed its representative office in Poland,[8] and in 2018 - in Moscow[9] On September 8, 2017, the bank's top manager was found guilty of bribery by the Central District Court of Minsk. The former first deputy chairman of the board of Belarusbank, Gennady Gospodarik, was sentenced to 7.5 years in prison, and the head of the bank’s department, Nikolai Tsyrto, was sentenced to 9 years.[10] In January 2019, the chairman of the board of the bank, Viktor Ananich, said that the bank was exploring the possibility of organizing an exchange platform for trading cryptocurrencies.[11] In 2021, Belarusbank, Mastercard and Assist were the first in the country to implement a secure payment service - MDES for Merchants (M4M) tokenization technology became available to users.
